Noru raises SEK 6M pre-seed to launch "agentic compliance" platform for tech companies

Noru, a Stockholm-based startup building an AI-native platform for regulatory compliance, has raised SEK 6 million in a pre-seed funding round led by Ampli Ventures.

Noru, a Stockholm-based startup building an AI-native platform for regulatory compliance, has raised SEK 6 million in a pre-seed funding round led by Ampli Ventures.

The round also includes participation from Andreessen Horowitz (a16z), SSE Business Lab and the angel network DHS, alongside several Nordic entrepreneurs and investors including Mattias Miksche, Johannes Schildt, Fredrik Uhrström and Karin Bjerde. Mark Strande, CISO at Miro, has also joined the company as an angel investor and senior advisor.

Founded just six months ago by Bip Thelin, previously co-founder of Kivra, and Therese Ruth, previously founder of Hemma, Noru is building what it calls “agentic compliance” — a new approach to managing regulatory requirements using AI.

For most technology companies today, compliance has become a prerequisite for selling to enterprise customers. Certifications such as ISO 27001, SOC 2 and compliance with the EU AI Act are increasingly required by customers and partners.

Rather than relying on manual checklists and policy templates, Noru connects directly to company systems, transforming compliance frameworks into automated, always-on workflows. The compliance intelligence layer is then embedded into developer tools and internal processes, via APIs and Model Context Protocol (MCP).

Despite being founded less than a year ago, Noru has already signed around twenty paying customers during its pilot phase and helped companies achieve several security certifications.
